Arizona impact fees (sometimes called development fees) are one-time charges assessed by cities, towns, and counties on new development to fund the infrastructure required to serve it — water and wastewater, streets, parks, libraries, police, and fire. Municipal fees are governed by A.R.S. § 9-463.05 and county fees by A.R.S. § 11-1102, which require an Infrastructure Improvements Plan and periodic updates.
